Although the pope meets frequently with groups of bishops from particular countries, a pontiff has never before called all the presidents of the world’s bishops’ conferences to Rome. (National Catholic Reporter)
Pope Francis has called all of the presidents of the world’s various conferences of Catholic bishops to Rome for a February meeting on clergy sexual abuse, in the first such global summons by a pontiff.
“Paloma García Ovejero, the vice director of the Vatican press office, announced the decision in a Sept. 12 briefing, saying the pontiff decided to make the move during a meeting of his advisory Council of Cardinals and has already set the dates for the encounter as Feb. 21-24.
“‘The Holy Father, hearing from the Council of Cardinals, has decided to call a meeting with the presidents of the bishops’ conferences of the Catholic Church on the theme of ‘protection of minors,” said García. ‘The meeting with the pope will take place at the Vatican.’
“Announcement of the first-of-its-kind meeting comes as Francis is under intense global scrutiny for his handling of clergy sexual abuse after former Vatican ambassador Archbishop Carlo Vigano released a document Aug. 26 alleging a systemic cover-up of allegations against now ex-cardinal Theodore McCarrick.”

Pope Francis rebukes Cardinal Sarah on liturgy / America: The Jesuit Review

“He (Pope Francis) said the translation has to be faithful both to the original Latin text and to the language into which it is translated, and also must be comprehensible to those for whom it is destined.” (America: The Jesuit Review)
Pope Francis has publicly corrected Cardinal Robert Sarah, Prefect of the Congregation for Divine Worship and the Discipline of the Sacraments, in a letter released by the Vatican on Oct. 22, 2017. In that letter, the pope informs the cardinal that the commentary attributed to Sarah on the motu proprio ‘Magnum Principium,’ regarding the translation of liturgical texts, is not a faithful and correct interpretation of that papal decree.
“The motu proprio (an edict issued by the Pope personally), released on Sept. 15, 2017, restored to bishops’ conferences the authority given to them by the Second Vatican Council to ‘recognize’ or approve the translations of liturgical texts from the Latin Missale Romanum into the language of their respective countries. That authority was taken away by ‘Liturgiam Authenticam,’ an instruction on the implementation of Vatican II’s constitution on the liturgy, approved by John Paul II in March 2001 and subsequently issued by the Congregation for Divine Worship.”

Francis decentralizes most authority for liturgical translations to local bishops / National Catholic Reporter

Where the Italian says the Vatican was tasked before with ‘authorizing’ all liturgical translations, it is now asked simply to ‘review”‘ translations made by the bishops’ conferences. Pope Francis has decentralized authority over how the texts used in the Catholic Church’s liturgies are translated from Latin into local languages, moving most responsibility for the matter from the Vatican to national bishops’ conferences.
“In a motu proprio issued Sept. 9, the pontiff says he is making a change to the church’s Code of Canon Law so that the Second Vatican Council’s call to make the liturgy more understandable to people is “more clearly reaffirmed and put into practice.”
“The motu proprio, given the title Magnum Principium, modifies two clauses of Canon 838. The rewritten clauses say simply that the Vatican is to ‘recognize’ adaptations of Latin liturgical texts approved by national bishops’ conferences.

Pope Francis has ordered a review of ‘Liturgiam Authenticam,’ the controversial decree behind the most recent translations of liturgical texts from Latin into English and other languages. The commission, established by the pope just before Christmas, is also tasked with examining what level of decentralization is desirable in the church on matters such as this. The mixed commission includes bishops from all the continents.”

As bishops wrap up the first week of deliberations about family life, hints are emerging that complex pastoral challenges could ultimately be addressed not with sweeping changes in Rome, but at the local level.
Could national bishops’ conferences come up with their own rules about annulments, Communion, and how to minister to gays and lesbians?

Just a day before America’s big game, Pope Francis set the stage for the Vatican’s equivalent of the 2015 Super Bowl by confirming 48 prelates as members for October’s Synod of Bishops on the Family, after they had been chosen by their bishops’ conferences around the world.
“It’s not yet a complete lineup; other bishops’ conferences still have to submit their picks. In addition, the pope presumably will appoint the heads of Vatican offices as members of the Oct. 4-25 summit, and also will make a handful of personal picks.
“Looking only at Saturday’s (Jan. 31) crop, however, one point already seems clear: There’s absolutely no reason to believe the 2015 Synod of Bishops will be any less contentious than last year’s edition, which featured a vigorous, and occasionally nasty, back-and-forth over issues such as homosexuality and divorce.”

Vatican asks for wide input on 2015 synod, not based on doctrine / National Catholic Reporter

For the second time in two years, the Vatican has asked national bishops’ conferences around the world to seek input from Catholics at ‘all levels’ about how the church should respond to sometimes difficult questions of modern family life, such as divorce and remarriage.
“Issuing a document in preparation for a second worldwide meeting of Catholic bishops on family life next year, the Vatican has also stressed the need for mercy in responding to such difficult situations — even asking the bishops to avoid basing their pastoral care solely on current Catholic doctrine.
“The call for input came Tuesday in a document released by the Vatican’s Office for the Synod of Bishops, which in October 2015 will to host the second of two global bishops’ meetings called by Pope Francis for 2014 and 2015.
“The document is partly a summary of the last meeting in October and partly a series of 46 questions meant to help prepare for the next synod. The Vatican synod office is sending the document in coming days to bishops’ conferences around the world.”
